Ideas' for a Tsunami Warning System

What a tragedy, it's a real bad end to a wonderful year, 1.5 Lac people annhilated, and about 100 times those devastated. Who could have predicted this would befall a group of nations, just about able to stand of their feet in the global marketplace. A group of scientists recommended the installation of Tsunami Warning System...which might have give us fore-signals' of an impending Tsunami, well they say it's pretty expensive, but here are my few cents on how exsting technology "may" be put to use.

Well we have those INSAT's in orbit for like over 10 years now, I know that besides those boring weather photographs' they must be deeply involved in voyerism in Pakistan, especially their prez's love life...anyway, with the kind of resolution that they have, would it not be possible for them to screen for marine life directional patterns e.g. shoals can be tracked for particular behaviour etc, and in case of earthquakes, am pretty sure there would have a wide-scale evacuation undertaken by the marine life which could have been noticed by our INSAT's I mean isnt that what's it's there for predicting weather and all? So I do have enough self-belief that pattern analysis of the marine surface can reveal much more to our scientists' than they believe it does.
